Vietnam’s economy began to open up in 1986 with the adoption of Đổi Mới, starting a meteoric rise in quality of life compared to the preceding years of rationing and an inefficient planning. While these reforms set the stage for huge growth in the 90s and 2000s, the late 80s were still a time of economic hardship.
