According to VietnamPlus, the Ministry of Information and Communications recently announced a pilot program which would connect the country's top three carriers – Viettel, Mobifone and VNPT – starting with a trial run in December of this year.

By cooperating with one another, the networks will cover over 90% of Vietnam's mobile subscribers, who will be able to retain their phone numbers even when switching carriers.

With the trial run, four million subscribers will initially be able to change mobile service providers without limitations over the next three years. The network is expected to become fully operational by 2017. 

Though the plan has been in talks since 2006, it wasn't approved until 2013 and is only beginning to come to fruition at the tail end of this year.
