At a meeting at the end of June, officials decided to loosen the controversial conditions for foreigners to obtain work permits in Vietnam.
The changes specifically relate to Decree No. 102/2013/ND-CP September 5, 2013 of the Government detailing the implementation of some articles of the Labor Code on employment of foreigners working in Vietnam and Decree No. 73/2012/ND-CP September 26, 2012.
Here are the relevant points from the government resolution regarding foreign workers in Vietnam:
“The Government agrees that conditions will be adjusted in the future for foreign workers working in Vietnam under one of the cases below:
a) Foreigners that are experts, technicians that satisfy requirements for professional training qualification or have been acquiring at least 5 year working experience in the field that they are expecting to work in Vietnam;
b) Foreigners that have diploma certificate or equivalents and above and that have specialized training suitable to their majors at foreign language training centers (foreign language centers), preschools;
c) Foreigners that have bachelor degree or equivalents and above and who have specialized training suitable to their majors at general educational institutions.”
The Ministry of Labour, Invalids and Social Affairs, the Ministry of Education and Training, in collaboration with the Ministry of Justice, the Office of Government will amend urgently Decree No. 102/2013/ND-CP September 5, 2013 of the Government detailing the implementation of some articles of the Labor Code on employment of foreigners working in Vietnam and Decree No. 73/2012/ND-CP September 26, 2012 of the Government on the cooperation, foreign investment in the field of education according to the order of summary procedure, reporting to the Prime Minister for consideration and decision.”
