Add Hai Phong to the list of Vietnamese cities offering free WIFI to their residents.
The northern port city just completed its VND4.5 billion network that will serve 3 areas of the city, encompassing 1.9 million residents.
The trend of WIFI enabled Vietnamese cities began in 2012 when the UNESCO town, Hoi An, installed a VND 25 billion network. The town was soon joined by Da Nang, Ha Long and Hue which all installed their own networks over the past 2 years.

While Da Nang and Hai Phong offer unrestricted internet access, Hue and Ha Long only allow users to access public service websites. To visit other sites, users must pay a fee.
Don’t expect Saigon to get free WIFI anytime soon since the costs would be prohibitively expensive and the city has bigger fish to fry, like flooding.
However, after a successful pilot program last August, some HCMC busses have been equipped with WIFI, so at least we got that going for us.
